How can a sole-operator CO mark the "Add Users" step as complete?
Click into Add Users and back out without adding anyone; so the step marks as done once opened without forcing a dummy user.
Click into Add Users and back out without adding details. The CO is already captured during account setup (the first user is set as the CO), so the step marks as done once the section has been opened - no additional users need to be invited.
This is a deliberate design choice: sole operators commonly have no additional users to invite, and forcing them to add a dummy user just to complete the onboarding checklist would be friction with no value. The "Add Users" step is satisfied by the existing CO record.
If additional users are added later, they're added the same way (Account Settings → Users → Invite User) without affecting the onboarding completion status. You can also change the role of CO to a different user at a later stage.
