PDD and training operate as parallel workflows. Both should be completed before Go Live, but completion isn't gated by sequence - a user can complete training without their PDD being done, and vice versa. The CO can manually sequence the team's PDD and training - typical pattern is to unlock training for staff then issue the PDD questionnaire and verification.
