What is the key processes when I enrol with AUSTRAC?

The AUSTRAC online enrolment form, covers designated services, lead entity status, and reporting group nomination steps.

Working from the question structure on the AUSTRAC page:

Step 1 — Designated service questions. The form asks whether the business carries out (or proposes to carry out) designated services at or through a permanent establishment in Australia, and the variants for overseas establishments and Remittance Network Provider operation. If the firm answers No to all of these, they don't exit yet — the form then probes the reporting group angle.

Step 2 — The lead entity question. A new question is then served: "Is the business the lead entity for a reporting group (or intends to be), and does not provide a designated service? Yes / No."

This question exists because of the reformed "reporting group" architecture in the Amended Act. Under the new framework, a reporting group will be automatically formed if relevant control exists, every group must have a lead entity, and importantly the lead entity does not itself need to provide designated services. So a holding company that controls a subsidiary providing designated services can be the lead entity even though it doesn't provide designated services itself — and AUSTRAC needs that lead entity enrolled. This question catches that scenario.

Step 3 — Auto-termination. If the answer to the lead entity question is No, the form serves an "Information" panel that ends the process. The text reads:

"The responses that you have provided indicate that you currently do not have obligations under the AML/CTF Act. If this is not correct, please check your responses. If you previously had obligations under the AML/CTF Act, you still need to complete any outstanding transaction or compliance reports (if applicable)."

Once the firm acknowledges that panel, the form ends and no enrolment is created.
